The primary focus of implementing an Electronic Medical Records system is to move from paper to digital.  If there are unscheduled outages anywhere along the continuum of the enterprises applications, the clinical staff will need to revert to downtime procedures.  This mode of operation requires a facsimile of the computer system.  The paper forms used during an outage must follow the form, fit, function that was achieved in the design and development of the on line solution.
